Emergency Response Facilities a.
General The inspector reviewed with a licensee representative aspects of an NRC Region 11 response to an emergency at the site and the necessity that preplanning take place in order to interface effectively with the licensee organization and other organizations (Federal, State and local agencies) particularly at the Technical Support Center (TSC) and the Emergency Operating Facility (E0F).
Included in the review with the licensee representative were the following Region II activities which explain the nature of the NRC role onsite during an emergency.

The inspector toured the TSC which is located in the service building on the same elevation as the control room. The area presently assigned as the TSC will be the pemanent facility. The TSC is partitioned off ir.to small areas where the station staff and plant supervision can assess the status of the plant as well as determine radiological and environmental conditions. An office (approximately 10' x 12') within the TSC is the location for the Emergency Coordinator. Adjacent to this office is another office (approximately 14' x 15') where selected Plant Superintendents gather to assist the Emergency Coordinator during an emergency. The inspector informed a licensee representative that NRC Region II management would need to interface directly with the licensee organization at this location in order to properly evaluate an incident. The inspector noted however that the number of NRC people that can interface at these locations is limited due to the size of the offices. A small table and chair will be provided for the NRC in this area. An office (approximately 10' x 12') within the TSC has been designated for NRC use and is equipped with desks, chairs, commercial /
inplant telephones (4), NRC (ENS) and (HPN) telephones. A licensee representative indicated that additional work space could be made available in an area adjacent to the NRC office if a need should arise.

Emergency Operating Facility The inspector toured the EOF which the licensee has designated as the Crisis Management Center (CMC). The CMC is located on the upper level in the ficGuire Station Technical Training Center and is approximately one mile from the site. The present arrangement at the McGuire Station Technical Training Center will be the permanent CMC.
During an emergency the Recovery Manager and specific licensee managers conduct their operations from a large class room (approximately 33' x 39' x 48'). This area is equipped with commercial /inplant telephones, plant and environmental status boards, evacuation maps etc. Work space, commercial /inplant telephone, NRC (ENS) telephone is provided in the Cf1C for NRC use thus enabling a direct interface between NRC Pegion II management and the licensee organization. A separate classroom has
also been designated for NRC use and contains (2) commercial /inplant l
telephones, NRC (ENS) and (HPN) telephones. An NRC (HPN) telephone is also located in a classroom where offsite radiological coordination is l
