Preoperational Test Program and Procedures The inspector examined the status of the preoperational test program and the procedures to be used to perform the scheduled preoperational tests.

To date none of the draft procedures had received final approval.

The first preoperational tests were expected to be performed during February 1980.

The inspector examined draf t procedure 2-PE-44d01,125 VDC Power System and called licensee representatives' attention to repre-sentations in the FSAR that appeared to be inadequately addressed in the test procedure. The licensee representatives acknowledged the inspectors' comments on the draft procedure and indicated that resolution of the items would be made in the final procedur.

Exit Interview The inspectors met with licensee representatives identified in Paragraph 1 to discuss the scope and findings of the inspection and to inform the licensee of the IE Region V position with respect to NRC requirements for management control (QA) during preoperation testing of plant systems. The NRC representative stated that for the IE Region V inspection staff to be able to confirm that the nuclear olant had been substantially constructed in accordance with the description provided in the application for an operating license, as a minimum, all identified safety-related systems and components, and all systems and components that have an effect on the safety of plant operations, will be expected to be tested pursuant to a management control program (QA) designed to assure proper performance dur-ing plant operations. The inspectors indicated that the systems and com-ponents mentioned in Regulatory Guides 1.68 and 1.33 would clearly fall within the requirements as understood by the IE Region V staff.

The project manager indicated that his interpretation of the requirements differed from that of the NRC representatives, but that SCE would adjust the management control program to comply with the inspectors' interpretations.
