Areas Reviewed: Status of: the security program implementation and the Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance; Physical Security Plan and Implementing Procedures (Site Familiarization); Management Effectiveness; Physical Barriers (Protected and Vital Areas) and Access Control (Vital Areas).
The review involved 41 inspector hours onsite by two region-based inspectors.
Results:
Development and implementation of the licensee's security program are progressing as scheduled.

MC 30703 - Exit Interview The inspector met with the licensee representatives listed in paragraph 1 at the conclusion of the review on May 1/,1985. At that time, the purpose and scope of the review were discussed and the findings presented. The licensee acknowledged the inspectors'
observations and findings (identified in Attachment I and 2 to this report) and agreed to consider making modifications as appropriate.
At no time during this inspection was written material provided to the licensee by the inspectors.

MC 81018 - Security Plan and Implementing Procedures

The inspectors reviewed the Hope Creek Nuclear Generating Station Physical Security Plan, Revisions 1 through 3, dated August 30, 1984 and a proposed Revision 4.
See Attachment I for the inspectors' findings.

MC 81480 - Special Nuclear Material of Low Strategic Significance The inspectors reviewed the Hope Creek Nuclear Generating Station Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance, dated May 11, 1984. The licensee is in the process of developing implementing procedures and post orders to support this plan. See Attachment 2 for the inspectors' findings.

MC 81020 - Management Effectiveness The inspector observed that the facility security program is developing as scheduled.
The licensee assigned an experienced security supervisor and three nuclear security program coordinators to provide guidance and over-sight. The licensee stated that they intend to add another senior security management person to the staff as the security workload increases.
The licensee currently has a training and qualification program for security personnel assigned to the Salem facility. This program will also be utilized, with appropriate modification, for the Hope Creek security personne _ _ _ _ _ _ _.

The licensee stated that the Salem Nuclear Generating Station and Hope Creek Nuclear Generating Station will share a common protected area barrier. The licensee was advised that the expanded barrier (to encompass Hope Creek) will be inspected when it has been completed.

Attachment 1 Hope Creek Physical Security Plan Review The Hope Creek Nuclear Generating Station Physical Security Plan, Revision 3, dated August 30, 1984 and a proposed Revision 4 were reviewed by the inspectors. The observations and findings were discussed with licensee representatives who agreed to consider them in the development and implementation of the security program.

Introduction The security plan does not contain a Revision 4 commitment to establish written proce-Reference 10 CFR 73.55(b)(3)
dures which define the structure of the security organization and that detail the duties of guards, watchmen and other individuals responsible for security. Additionally, there is no provision for the written approval and revision of procedures by the indivi-dual with overall responsibility for the security program.
These commitments need to be included in the security plan.

1.4.2 During the discussions of this Revision 4 paragraph, the inspector stated that as a general rule, union halls could verify and attest to employment with different employers if sufficient evi-dence existed; however, union membership is not an acceptable substitute for employment

Attachment 2 Hope Creek Physical Security Plan Review Protection of Special Nuclear Material of Low Strategic Significance The Hope Creek Nuclear Generating Station Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance was reviewed by the NRC Region I Physical Security Inspectors. The findings contained herein were discussed with and agreed to by the licensee.
These findings will be included in the security plan before the receipt of new fuel on site.
Paragraph Finding:
1.3.2 &.3 The licensee agreed to include a provision that states, Page 1-2
" Access list for the fuel floor, CAA and overhead crane will be updated on a weekly basis or immediately upon receiving knowledge of termination of access to the fuel floor or CAA."
