NRC INSPECTION REPORT #85-10 NOTICE OF VIOLATION

!! OPE CREEK GENERATING STATION Your letter dated April 25, 1985, transmitted the above referenced Inspection Report which contained a Notice of Violation citing one (1) item of noncompliance concerning debris found in cicctrical cable tray. The following responso is provided in accordance with the Notico of Violation.

As of March 6, 1985, cable trays in the cable spreading room were not protected from physical damage in that wood with protruding nails, notal bracket, craft tools and debris were on top of safety related energized cables. Further, no protection was provided to protect the cables from operations being performed in proximity to the safety-related cables in the area.

Corrective Steps Taken and Results Achieved Upon identification of the noncomplianco, the noted debris was immediately removed. The affacted cables were inspected to verify that they had not been damaged. A walkdown of the entire work aron was performed and the area was brought into compliance with housokooping requirements.

Dr. T. /23/85 Corrective Steps Taken to Preclude Recurrence On March 26, 1985, Bechtel, our Architect / Engineer and Con-structor, issued Jobsite Non-Manual Bulletin #219 and Manual Bulletin #36 warning personnel against placing debris in electrical cable trays. In high risk areas, flame retardant coverings were placed over cable trays to provide protection from work operations being performed nearby.

Bechtel's Project Superintendent has initiated a program whereby a crew of approximately ten (10) electricians are assigned full time to inspect work areas for debris in cable trays and to remove any such debris found. This crew circulates throughout the Power Block and provides regular reports to the Project Superintendent. On weekends, a Construction Aide is assigned

to perform random surveillance to verify the effectiveness of the program. Reports on the program detailed above are maintained by the Project Superintendent in his office.

The Project Superintendent has continued to remind all Lead Discipline Superintendents in daily noon meetings of the importance of protecting electrical cable and trays from debris.

The Date of Full Compliance The jobsite is now in compliance with housekeeping requirements for electrical cable and trays. Although the placing of debris in cable trays is an act of vandalism that cannot be totally prevented, the program detailed above has been effective in identifying and correcting such occurrences in a timely manner.

This program will be continued until no longer required.
