Meeting on February 5, 1981 (Report Nos. 50-354/81-03_and 50-355/81-031 Ar_eas Covered: This was an enforcement meeting to discuss the perfomance of a piping subcontractor and recent licensee responses to items of noncompliance.

Additional areas discussed in general terms included Systematic Assessment of Licensee Performance (SALP), team inspections, and regional reorganization.

Results:

The licensee had taken and was planning to take additional corrective action to improve the performance of the subcontractor. Additionally, the li-censee committed to be more comprehensive in their responses to items of non-compliance.

a.

NRC reviewed the enforcement history pertaining to Schneider, Inc. (SI) and then expressed their concern regarding the past year's ineffective corrective action taken by the licensee to improve SI's performance.

b.

The licensee then reviewed the enforcement history and stated that the following actions have taken or will take place:

(1)

Pittsburgh DesMoines Steel Corporation (prime contractor for

SI) has assigned a full time surveillance inspector to monitor SI's activitics; (2)

Pittsburgh DesMoines Steel Corporation (PDM) now has a piping specialist onsite to follow SI's activities;

.(3)

PDM has replaced the project manager.

The new project manager will monitor SI's performance; (4) SI has replaced the site QA manager; (5)

Bechtel QA has increased surveillance inspection of SI; (6)

Bechtel will start a QC surveillance inspection group to specifically monitor contractor and subcontractor performance

(7) Bechtel will revise its QC manual to reflect the above changes; (8)

PDM,' based on an audit of SI, stopped SI work pending resolution of significant documentation problems discovered during the audit.

NRC discussed enforcement options available to them should the licensee's corrective actions, as stated above, be ineffective.

d.

Licensee responses to items of noncompliance were discussed and the NRC explained that the licensee must make their responses more comprehensive, i.e., their responses should address the NRC concern on a project wide basis.

The NRC briefly described recent activities in the areas of SALP, team inspections at construction sites, and regional reorganization.
