Scope of Review i
The inspector. examined Test Procedure--PTP-1 to verify compliance with applicable code and specification technical' requirements.
The procedur~e was also reviewed to verifyf that' administrative.

formed; personnel are being qualified; and.AS BUILT weld map drawings are being finalized for use during the leakage inspections. The licensee plares to conduct this series of tests (overpressure, weld examination, overall leakage measurement) on November 19 - 22, 1981.
Based on the above review, the inspector identified the. following-concerns and discussed them with licensee management.
1)
The inspector noted that Regulatory Guide 1.68 lists the primary containment overpressure test requirement and provides guidance for preparation, review, approval of test procedures, and acceptance of test results. Because the Final Safety. Analysis Report (FSAR)
is not yet developed, the inspector could not fully ascertain the licens<2e commitments for this test or administrative controls for.

Review of Startap Administrative Procedure No. l' revealed delegation of responsibility for construction verification. tests to the-l Bechtel Construction Department. The licensee identified his l
approval of the test procedure-through review and approval of Bechtel Specification-10855-C-152(Q) which included an outline of

the test procedure. This was documented in licensee's letters to Bechtel dated 7-9-74 and 2-25-76. :The licensee stated that i
I conformance with regulatory-guidance is assured through the above and participation by PSE&G QA and Startup personnel with Bechte1~
and PDM personnel for witnessing of the test and approval of the Test results.
The information above satisfied the inspector's concern for conformance with applicable regulatory guidance.
2)
The inspector confirmed with the licensee that the hole burned through both plies of a containment vent line bellows reported earlier by the licensee and temporarily patched will be treated as an exception to the CSIT, will be permanently repaired after the CSIT, and the affected bellows will be tested. separately.
The inspector's concerns were satisfied..The inspector had no further questions at this time.
3.
Tour of the Containment

- The inspector.made a tour of.the containment and the test' equipment panel.
During this tour, the inspector observed and discussed with.
the: licensee personnel the general status of the containment with respect to its readiness for the test. The licensee personnel confirmed that all prerequisites, as identified in the test procedure, including removal of all combustibles, will be completed prior to the test.

4.
Exit Interview The inspector niet with licensee management representatives (see Section 1 of this report for attendees) at the conclusion of the inspection on November 13, 1981. The inspector summarized the scope and findings of the inspection at that time.
