COMMENTS ON DRAFT CHARTER FOR AE00 The principal reason for the establishment of the Operating Experience Evaluation Branch (0EEB) within NRR was to identify and assure implenen-tation of appropriate regulatory actions for reactors derived from the evaluation of operating experience. On this basis it is our belief that the OEEB has a unique Charge in providing a focal point within NRR from which to assure that the proper licensing and other appropriate regula-

tory attention is placed on the experience gained from reactor operation.

To implenent this charge, OEEB has important functions to discharge for NRR. These include participation in the prioritization of new safety issues and of new safety requirenents deriving from reviews of operating experience, the monitoring of longer-tem technical studies related to lessons learned from operating experience that are beyond the existing resource capabilities of the OEEB, and the systematic tracking of feed-back to DOL and other NRR divisions of generic implications stemning from operating experience..

In order for the OEEB to carry out these inportant functions for NRR within the limitations of the existing manpower, it will be essential for this Branch to carry forward technical assistance programs and contracts and other related functions. Of course, every effort will be made to avoid duplication with programs of AE00 as well as with other NRC organizations.

AEOD must fulfill its coordinating function in this regard, but this-should be done in much the same way as NRR interfaces with RES. While OEEB cer-tainly will be receptive to suggestions and inputs from all NRC units, and particularly from AEOD, it must retain the decision authority to design,

reconmend, and monitor TA programs based on its independent judgment on

how to fulfill its role in satisfying NRR needs.

Portions of the referenced draft charter imply that AE00 will perfom h.0 much more than a coordinating role with regard to contracts.
