SUMMARY Inspection on April 22, 1982

Areas Inspected This routine, announced inspection involved 9 inspector-hours on site in the area of emergency planning, specifically the interface between the licensee organiza-tion and the responding NRC Region II organization at the Emergency Response Facilities.
Results Within the area inspected, no violations or deviations were identified.

Emergency Response Facilities a.
General The inspector reviewed with a licensee representative aspects of an NRC Region II response to an emergency at the site and the necessity that preplanning take place in order to interface effectively with the licensee organization and other orgranizations (Federal, State and local agencies) particularly at the Technical Support Center (TSC) and l
the Emergency Operating Facility (EOF).
Included in the review with the licensee representatives were the following Region II activities which explain the nature of the NRC role l
onsite during an emergency.

Technical Support Center The inspector toured the TSC which is located in the auxiliary building and is adjacent to the control rooms.
The area that is presently selected will be the pemanent location for the TSC.
The Energency Director and selected plant supervisors and supporting technical staff operate from the TSC (approximately 30' x 56') to assess and manage an emergency.
The TSC is equipped with commercial /inplant telephones, radio equipme.,, plant and radiological status boards, dose and environmental assessments equipment. The NRC has been provided a work area within the TSC which consist of tables (2), chairs and commercial /
inplant telephones (2).
The NRC emergency notification system (ENS)
telephone is located in the TSC. The hRC health physics network (HPN)
telephone is not installed in the TSC. The licensee has not specifi-cally designated a room to be used for private NRC consultations, however the licensee stated that the utility foreman's office (approximately 12' x 15') which is adjacent to the TSC could be used and is equipped with a commercial /inplant telephone, desk, table and chairs.
The NRC (ENS) and (HPN) telephones are not installed in this room.

Interim Emergency Operating Facility The inspector toured the interim E0F which is located in the startup office trailer.
This office is directly outside the fenced security area.
During an emergency the Recovery Manager and selected licensee managers conduct their operations from a room (approximately 18' x 33') in the startup office. This room is equipped with tables, chairs, commercial /
inplant telephones and other documents and plant reference materials.
The inspector infomed a licensee representative that NRC Region II management would need to interface directly with licensee management at this location in order to properly evaluate an in::ident. The licensee representative indicated that work space, tables and chairs for three or four NRC people would be made available.
No commercial /inplant telephone is designated for NRC use in this room.
The NRC (ENS) or (HPN) telephones are not installed in the interim E0F.
A separate office has not been designated for NRC use, but the licensee indicated that any one of several offices could be used by the NR.
The NRC mobile laboratory is normally sent to the EOF during an NRC Region II response. A licensee representative indicated that space and support could be provided.
The inspector gave the licensee repre-sentative the following information concerning the mobile unit: Level space (14' x 35'); electrical power (3-115V, 20 amp power receptacles, hubbell twist lock) and a commercial telephone line or an extention of an existing telephone line equipped with a jack for connecting to the mebile unit, d.
Final Emergency Response Facilities The inspector toured the training building which is under construction.
This building will house the E0F on the ground floor.
The training building is located about h mile from the plant.
The licensee indicated that an October 1, 1982 completion date for the EOF is anticipated.
The inspector discussed with a licensee representative guidance that is provided in NUREG 0696 " Function Criteria for Emer-gency Response Facilities."
