Herdt, Section Chief Date Signed Engineering Inspection Branch Division of Engineering and Technical Programs SUMMARY Inspection on February 23-24, 1982 Areas Inspected This routine, announced inspection involved 12 inspector-hours at Bechtel Power Corporation in the areas of seismic analysis for as-built safety-related piping systems (IEB 79-14); and pipe support baseplate designs using concrete expansion anchor bolts (IEB 79-02).
Results Of the areas inspected, no violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on February 26, 1982, with those persons indicated in paragraph 1 above at Bechtel, Gaithersberg, Maryland.
An exit telephone conversation was also held with the licensee on March 1,1982. Unresolved Item 348/82-07-01 and 364/82-06-01, non-safety related classification of diesel generator exhaust piping and pipe supports, was described in detail.
No dissenting comments were received from the licensee.

5.
(Closed) Seismic Analysis for As-Built Safety-Related Piping Systems (IE Bulletin 79-14)
On July 2, 1981, the licensee submit'ed a final response to IEB 79-14 for Unit 1.
On August 15, 1980, the licensee submitted its response to IEB 79-14 for Unit 2.
A follow-on inspection to those docurented on NRC RII report Numbers 50-348/79-33, 80-04, 80-16, 81-07, 50-364/80-08, 80-19, 80-26, 80-38 and 81-10, was performed to verify licensee compliance with IEB 79-14 requirements and licensee commitments.
The piping analysis for the pressurizer piping shown on sketch SK-1313-CV011 (Unit 2), Isometric 688 (Unit 1) and on CVCS stress problem 204 were inspected. The stress problems were inspected on a sampling basis for correct input data including seismic response spectra, valve weights and centers of gravity, geometry and proper-ties.
In addition, inspection for the incorporation of IEB 79-14 as-built inspection data was performed.
Pipe supports / restraints for the noted piping were sampled and its analysis inspected for correct leads and analysis of IEB 79-14 inspection results.
Interface between the A/E (Bechtel) and the NSSS (Westinghouse) and subcontractors (EDS and Teledyne)
was also inspected.
The inspector had no further questions regarding IE Bulletin 79-14 IEB 79-14 shall be closed.
During the inspection, the inspector noted that the exhaust piping and pipe supports for the diesel generators were seismically analyzed but were not considered by the licensee to be safety-related.
Since IEB 79-14 only required inspection of safety-related piping, the diesel generator exhaust piping was not included by the licensee.
The inspector questioned the potential for the piping to fail during a seismic event and result in a blockage of the diesel generator exhaust.
Pending resolution of this question, this item shall be identified as unresolved item 348/82-07-01 and 364/82-06-01 "Non-Safety-Related Classification-Diesel Generator Exhaust Piping and Pipe Support" No violations or deviations were identified.

(Closed) Pipe Support Base-Plates Using Concrete Expansion Anchor Bolts (IEB 79-02)
On June 18, 1981 and October 15, 1980, the licensee submitted its final response to IEB 79-02 for Units 1 and 2 respectively. A follow-on inspec-tion to those documented on NRC RII report numbers 50-348/79-10, 79-20, 79-25, 80-4, 80-16, 50-364/80-8, 80-19, 80-26, and 80-38 was per formed. The concrete expansion anchor analysis for the pipe supports / restraints noted in paragraph five were inspected.
Incorporation of as-built IEB 79-02 and 79-14 inspection data was verified. The use of correct ultimate capacities and resultant safety f actors was also inspected.
The program for the correction of ultimate capacities for one inch diameter wedge type concrete expansion anchors was inspected.
The inspector had no further questions regarding IEB 79-02. This bulletin shall be closed.
No violations or deviations were identified.
