This refers to the routine safeguards inspection conducted by Mr. B. Drouin and Ms. G. M. Christoffer of this office on June 9-13, 1986, of activities at the Davis-Besse Nuclear Power Station authorized by NRC Operating License No. NPF-3.
In our July 29, 1986 letter which transmitted Inspection Report No. 50-346/86017(DRSS) you were informed that no written response was required until notified of the proposed enforcement action.
The Notice of Violation, which is enclosed, sets forth two violations which have been categorized as Severity Level IV Violations. We carefully considered the circumstances surrounding violation I and determined that although the violation could have been categorized at Severity Level III, its overall impact on the security system made categorization tt Severity Level IV more appropriate.
Nonetheless, we recognized that a similar breakdown in your control of vital area barriers occurred in the recent past.
For that reason, a management meeting was

held on July 15, 1986 in the Region III office.
Continued poor performance in this area may result in escalated enforcement action if corrective actions are
'
ineffective.
Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2). This information must be handled and protected in accordance with the provisions of 10 CFR 73.21. Consequently, this Notice of Violation, and your response to the violations identified in the enclosure to l
this letter will not be placed in the NRC Public Document Room. Therefore, your

statement of corrective action regarding the violations identified in this enclosure should be submitted as a separate enclosure to your transmittal letter in the manner prescribed.
l The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
