IE Bulletin Followup The inspector reviewed the licensees actions with regard to IE Bulletins 77-05,77-05A and 77-06 and determined the fol' owing:
Upon receipt of the bulletins by the Vice-President of a.
Energy Supply, copies were forwarded to the Station Superintendent, Vice-President of Facilities Development, General Superintendent Power Engineering and Construction, site Quality Assurance Director and the architect-engineer, Bechtel Corporation. The architect-engineer performed a i
review of safety related circuits. The review was based upon a " List of all Circuits in Location Number Sequence",
Bechtel letter file number M-329-A regarding RPS-SFAS
and SFRCS, and Bechtel engineering hand prepared notes.
Information for the review was also supplied from Babcock and Wilcox (B&W) the nuclear steam system supplier,
,
reference B&W 1etter BWR-1611. All of the information obtained during the review indicated that no connectors or penetrations of the type identified in the bulletins were installed at the Davis-Besse, Unit 1 plant.
b.
The RIII inspector reviewed the above information and made observations within containment of penetration junction
,
boxes. Power and control cables were covered with Raychem WCSF heat shrink tubing in accordance with F&M Procedure IP-7749-E14-6C.004. At penetration No. P2L4G the RIII
'
inspector observed that the neutron flux monitor Amphenol connectors were not covered with Raychem type WCSF heat shrink tubing as described in TECO's letter, serial
},
number 1-7, to the NRC dated December 16, 1977. This

same condition exists at three other penetrations: P1LlL,
'
P3L4G and P4L1G. In a telephone conversation with the Licensee on June 14,.1978, the RIII inspector was informed that Facilities Change Request (FCR) !!o.78-264 had been

prepared to provide the covering even though not required

O (as documented in the letter above). Materials were not on hand and work may not be performed before full power operation scheduled for July 4, 1978. The incorporation of the FCR will be reviewed during a subsequent inspection.

Based on the review of information and observations, with the exception of the matter discussed in b, above, the RIII inspector concluded that the licensee's responses to NRC dated December 7 and 13, 1977 were accurate. No items of noncompliance or deviations were identified.
3.
Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on May 25, 1978. The inspector summarized the purpose and findings of the inspection.
