Nuclear Support Secticn Inspection Summary Inspection on February 22-23, 1978 (Report No. 50-346/78-05)
Areas Inspected:
Routine, unannounced inspection of initial training, replacement training, and retraining of licensed and nonlicensed person-nel and licensed operator requalification training. The inspection involved 26 inspector-hours onsite by two NRC inspectors.

They included two guards, two co-op students, two assistant chemistry and radiation testers and two apprentice power plant repairmen.

Training The training program was reviewed to ascertain whether the overall training activities and the retraining for nonlicensed personnel are in conformance with the Technical Specifications and commitments
in the FSAR. The inspectors verified that formal training and retraining programs have been established for new employees, temporary or service personnel, nonlicensed/ licensed personnel, technicans and craft personnel; that the formal training pro-gram for personnel listed above covers administrative controls and procedures, radiological health and safety, industrial safety, controlled access and security procedures, emergency plan, and
quality assurance; that the retraining program for technician and craft personnel includes on-the-job training, formal technical train-ing, and fire fighting training; that female employees are provided instructions concerning prenatal radiation exposure; that provisions have been made for periodic evaluations of general orientation training and retraining programs for technician and craft personnel; and that responsibilities have been assigned to assure that training program requirements have been met.

The inspectors verified that general orientation training was provided to'six selected nonlicensed personnel by reviewing

pertinent training records and questioning the individuals.
The inspectors verified that the retraining of four relatively inexperienced technicians and craftsmen included on-the-job training, formal training and fire fighting training by *^ viewing pertinent training records and questioning the individua.
The on-the-job training records for the two craft personnel were not

immediately available for review since the apprentice records are currently maintained at the Company Headquarters.

Licensed Operator Requalification Training

The requalification program was reviewed to ascertain whether the licensed operator requalification training program is effective and

in conformance with Regulatory requirements. The inspectors (,
verified that an operator requalification training program has

been established and includes pre-planned lectures, attendance documentation and identification of specific training aids to be used in lieu of an instructor. The inspectors verified that on-the-job training requirements have been specified to include control manipulations; discussion / review of changes in facility design, procedures and license; and the review of abnormal and emergency procedures. The requalification records of one licensed Senior Reactor Operator and two licensed Reactor Operators were reviewed
to verify that records are maintained which document completed course and yearly examinations, manipulations required by Appendix A to 10 CFR 55, the performance of required simulations of emergency
.and abnormal conditions, results of supervisory evaluations of examinations, results of supervisory evaluations and observations of control manipulations and simulations of emergency and abnormal conditions, the completion of any required additional training, the accomplishment of individual study and of training aids when credit for these is taken, and the requalification of licensed indi-viduals who have not actively performed licensed activities for a period of four months or longer.
This review revealed records in each of the above categories with the following exceptions:

evaluations were not found since the initial annual examination has not yet been administered.
Records documenting the simulation of emergency and abnormal conditions and the associated supervisory evaluations / observations were not found.
A licensee representative stated that reactor simulator experience would be relied upon heavily to satisfy these requirements and that licensed personnel had not yet been sent to the simulator for requalification training.
Records were not found documenting that one individual had completed required additional training as a result of receiving a grade of less than 80% on a course exam.
A licensee representative stated that the required addditional training had not yet been completed.
Documentation showing the accomplishment of individual study and use of training aids was not found.
A licensee representative stated that credit would not be taken for these items.
No records were found documenting the requalification-O of licensed individuals who had not actively performed

4.
Exit Interview The inspectors met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on February 23, 1978. The inspectors summarized the scope and findings of the inspection.
