Physical Security Program for Power Reactors:
a.
A security officer violated the licensee's weapon safety policy and the incident was not reported in a timely manner by two security officers who witnessed the incident.
b.
Requalification training for security officers was not conducted in the manner required by the Commission approved Security Personnel Training and Qualification Plan.
Four of six previously identified inspection findings were closed.
Licensee progress in upgrading radio communication with local law enforcement agencies is considered adequate.
A commitment pertaining to reporting observed aberrant acts or incidents needs to be included in the next revision to the security plan.
A decline in maintenance support for security equipment was noted.
The training related violation and decline in maintenance support effectiveness were programmatic in nature.
Several positive observations were noted during the inspection.
Day-to-day management of security operations appears adequate.
