In accordance with the provisions of 10 CFR 2.201, we are submitting our response to Appendix A Notice Of Violation transmitted by your letter dated August 08, 1986, as received by the undersigned on August 14, 1986. This refers to the inspection conducted by Mr. William Oliveira

of your office on July 14-18, 1986, at the James A. FitzPatrick Nuclear Power Plan A) NOTICE OF VIOLATION As a result of the inspection conducted on July 14-18, 1986, and in accordance with the NRC Enforcement Policy (10 CFR Appendix C), the following violation was identified:

10 CFR 50 Appendix B, Criterion XIII states: "Meacures shall be established to control..... storage.....and preservation of material and equipment...to prevent damage or i l

deterioration......"

Paragraph 6.4.2 of ANSI N45.2.2-1972, committed to by the ,

licensee in FSAR Chapter 17, Appendix 17.2.B. requires the  !

" Care of Items" in storage, including periodic rotation of shafts or rotating equipment and other in-storage maintenance requirements specified by the manufacturer.

i Contrary to the above as of July 18, 1986 the licensee's measures for the care of items in storage was inadequate as evidenced by the following examples: The shafts of safety related Residual Heat Removal System Pumps procured under Purchase Order (PO) 84-2595 and stored since April 1984 were not rotated on monthly basis as specified by the manufacture . Safety related cylinders procured under PO 83-1491 and stored since November 1983 were not lubricated and cycled as specified by the manufacture B) RESPONSE TO NOTICE OF VIOLATION The Power Authority agrees with this finding:

The fundamental cause of this violation is the lack of a fully implemented, comprehensive in-storage maintenance progra Specifically, although an engineering evaluation and interim procedure had been implemented in response to a prior inspection finding (NRC Inspection 84-11), that action had only addressed stock warehouse inventory spara parts and components. What was not addressed were those direct turnover purchases stored for use in the "near future". The largest category of concern are those components purchased for future modification The short term corrective action for this violation will be to upgrade the interim procedure by December 1, 1986 to address direct turnover purchases. This interim procedure establishes minimum test requirements for selected components to ensure that material which could be deficient as a result of improper storage, is not installed in plant system The permanent corrective action will be as follows:

1) Develop a storage maintenance administrative program by March 30, 1987. This program will establish certain minimum generic maintenance requirements and will specify how vendor reconunendations are to be evaluated and incorporated into the progra .,_ To: United States Nucisar Reguletory Commission Szpt. 8, 1986

2) Upon completion of the administrative program, i implementation will be as follows:

a) For new purchases, implement immediatel b) For existing material in stock, perform an initial review of Category 1 components and implement the defined generic maintenance requirements. This will be done by July 30, 198 c) Perform a systematic review and evaluation of Category 1 material presently in inventory to identify and define the total storage maintenance requirements. In particular, specific vendor reconumendations will be evaluated at this tim This activity will be conducted in conjunction with the overall systematic component review effort which is part of the ongoing maintenance program upgrad ,

The effort to identify and define storage maintenance requirements will begin in the second quarter of 1987. The Authority estimates completio in early 1989 for safety and non-safety related components. Initial priority will be with the safety related components and spare part Very truly yours,
