Emergency Response Facilities a.

General.

The inspector reviewed with a licensee representative aspects of an NRC l Region II response to an emergency at the site and the necessity that preplanning take place in order to interface effectively with the L i licensee organization and other organizations, (Federal, State and l Local Agencies), particularly at the Technical Support Center (TSC) and i the Emergency Operations Facility (E0F).

Included in the review with the licensee representative were the following Region II activities, which explain the nature of the_ NRC role onsite during an emergency.

Respond to incidents of the " Site Area" and " General" emergency ' l - severity classification level as defined in 10CFR50 Appendix E, i , l Section IV.c.

l ' Interface with the licensee organization in order to evaluate the - nature and extent of the incident, ascertain plant status, monitor licensee activities, ensure appropriate corrective actions are l taken to minimize the consequences of the incident.

- Inform the public and others of plant status and the technical details concerning the incident.

Interim Technical Support Center The inspector toured the TSC which is located in half of the employee's lunch room in the service building.

The TSC has sufficient room (approximately 40'x50') to provide for direct interface between Region II (NRC) personnel and the licensee organization.

Arrangements for the use of commercial and in-plant telephone communications within the TSC could not be completed while the inspec'or was onsite as the licensee had to determine the availability of te.:ephone services.

On December 23, 1981, the inspector contacted the Assistant Plant telephone to finalize arrangements at the TSC to accommodate Manager by(NRC) response. The following are arrangements agreed upon Region II as a result of those discussions.

- Provide work space, tables and chairs for a minimum of five NRC personnel within the TSC.

Three telephones will be made available for NRC use. These - telephones have access to three commercial telephone lines as well as inplant dialing capability. The telephones would be placed in the NRC work area prior to the arrival of a Region II (NRC) response to an emergency.

The resident inspector's office complex is located approximately - 100 feet down the hall from the TSC and can be used for NRC private consultations.

This office is equipped with telephones capable of dialing commercial or inplant and has a speaker phone arrangement. This office also has the NRC Emergency Notification System (ENS), NRC Health Physics Network (HPN) and facsimile transmission equipment.

. A status board will be made available for NRC use at the TSC.

Interim Emergency Operating Facility The inspector toured the interim EOF which is the visitor's center located outside the protected area. A room (approximately 15' x 20') within the visitor center has been designated as the focal point for the licensee to conduct its operations (E0F Command Room).

On December 23, 1981, the inspector contacted the Assistant Plant 11anager by telephone to finalize arrangements at the E0F to accommodate - a Region II (NRC) response.

The following are arrangements agreed upon as a result of those discussions.

- Provide a table and chairs for a minimum of three NRC personnel within the E0F Command Room.

- Provide tables and chairs for a minimum of six NRC personnel adjacent to the E0F Command Room.

- Three telephones would be made available for NRC use. These ' telephones have access to three comnercial telephone lines as well as inplant dialing capability. The telephones will be placed in the NRC work areas prior to the arrival of a Region II (NRC) response to an emergency. The command room has the HPN telephone.

A status board would be made available for NRC use at the EOF.

- . - A room for NRC private consultations will be made available by using either the Visitor Center Director's office or the Assistant Director's office. These offices are equipped with telephones capable of dialing commercial or inplant and speaker phone arrangements are available.

Facsimile transmission equipment is available at the E0F.

- The NRC mobile laboratory will be sent to the E0F during a Region II (NRC) response to an emergency. The licensee will provide: space (14' x 35'); electrical power (3115V 20 amps power receptacles, Hubbell twist-lock) and a commercial telephone _ line or extension of an existing telephone line equipped with a jack for connecting to the mobile unit.

The items that the licensee is providing to the NRC as identified in paragraph 5.b and 5.c. are readily available at the site, however this equipment will not be dedicated full time, but will be set-up prior to the arrival of an NRC Region II response to an emergency and/or drill.

Final Emergency Response Facilities The inspector toured where the final locations will be for the TSC and EOF.

A maintenance shop which is attached to the service building is going to be converted into the TSC. The E0F will be housed in a building being built for the plant training simulator. The present stage of construction for this building is that the outer walls have been erected. The inspector discussed with a licensee representative guidance that is provided in NUREG 0696 " Functional Criteria for Emergency Response Facilities". These facilities are planned to be inplace by October 1,1982.
