j This letter refers to the Mart:h 23-27, 1981, routine inspection conducted by Mr. R. A. Caldwell of the NRC's Region IV Office. The activities inspected were those that are authorized under NRC License DPR-51. It further refers to the discussion Mr. Caldwell had with your staff concerning his findings j
at the conclusion of the inspection and to the management meeting with you, your staff and NRC management on June 23, 1981. The meeting was concerned with AP&L management initiatives required to eliminate security weaknesses discovered during the March 23-27, 1981, inspection.
The inspection related to your pmgram and activities designed to protect against industrial sabotage and to safeguard special nuclear material. The inspection was based on the applicable provisions of Title 10, Part 50, of the Code of Federal Regulations, entitled, " Licensing of Production and Utilization Facilities," and the specific requirements of NRC License DPR-51.
The inspection consisted of selective examinations of procedures and records, personnel interviews, and observations by the inspector.
Within the scope of this inspection, no violations of NRC requirements were

Title 10 CFR, Part 2. Section 2.790(d), entitled, " Rules of Practice for Domestic Licensing Proceedings." Therefore, the inspection report will not be placed in the Public Docunent Room and distribution will be limited.
