Thank you for your letter of April 1,1981, in response to our letter, dated March 12, 1981, regarding an apparent Severity Level VI violation identified during the performance of the containment integrated leak rate test. As discussed with you on May 1,1981, we understand that you have reconsidered your letter of April 1,1981, and now concur with our detennination that the observed activities constituted a Severity Level VI violation. Accordingly, you are required to respond to this matter, in writing, in accordance with the provisions of Section 2.201 of the NRC's

" Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Your response should be based on the specifics contained in the Notice of Violation attached to our letter, dated March 12, 1981. You are requested to reply within 30 days of the date of this letter.

Should you have any questions concerning this request, we will be pleased to discuss them with you.
