Hogan, Nuclear Reactor Regulation Meetina Summary Mr. John Garrity opened the meeting by presenting an overview of the Alert and Notification system and Maine Yankee's involvement with the State of. Maine in the design of this system. Their intent has always been to meet regulatory requirements and at the same time not be unduly disruptive of the local lifestyle. Notifier teams were selected as one of the means to meet these criteri FEMA Deficiency 1 Mr. Douglas Whittier presented Maine Yankee's position on the offsite Alert and Notification system. Mr. Whittier indicated that the 45 minute criteria applies to Maine Yankee from five to ten miles because of the low population density of the Emergency Planning Zone (EPZ). He stated that imposed changes may in fact constitute a backfit. M Whittier presented data to show that when 45 minutes has elapsed, the notifier routes completed alert and notification for 95.6% of the population. Maine Yankee concluded thet this performance was acceptable and there was no public health and safety concern. Nonetheless, Maine Yankee is working with the State of Maine to further improve the

. capability of the Alert and Notification system. Those improvements accomplished include: identifying primary fixed sirens; inclusion of existing fire department sirens; and reconfigur5ng and updating of mobile alerting routes. Improvements planned loclude: selected siren replacements; installation of fixed sirens for each town outside of five miles; reconfiguring of remaining mobile alerting routes; and distribution of tone alert radio The Alert and Notification system when completed will include: tone alert radios for selected locations throughout the Emergency Planning Zone (EPZ); fixed sirens with mobile alerting routes as a backup within five miles; and fixed sirens in each town su f emented by mobile

View graphs presented by Maine Yankee are .ontained in Attachment Mr. John Dolan, FEMA, indicated that due to past problems with alert and l notification, FEMA would no longer accept mobile alerting routes as the

, primary means of notification to the public. He indicated that sirens I

and tone alert radios were the preferred method of notification. M Dolan also indicated that FEMA would still evaluate mobile alert routes on a case-by-case basis, but would be adverse to this method. When asked about acceptance criteria for public notification, Mr. Dolan stated that FEMA uses 90% of the population as the acceptance criteri ftr. Dolan further explained that in the case of mobile alert routes notifying 90% of the population was not acceptable if the routes weren't complete Further comments are contained in Attachment Mr. Steven Evans then presented the status of FEMA Deficiencies two through eigh FEMA Deficiency 2 The state lacked the mechanism to properly analyze and respond to local protective action decision including appropriate emergency broadcast station (EBS) message State and local emergency plans will be revised by October 1,198 FEMA Deficiency 3 Public Emergency Alerting System (PEAS) telephone inoperable in two towns and its operation was sporadic in several other The system was evaluated and redesigned by AT&T in March 1988 and there are multiple backup communications available. These areas will be fully resolved by training by October 30, 198 FEMA Deficiency 4 Preliminary Maine Yankee protective action recommendations were transmitted over the PEAS telephone along with those actually adopted by the state, which caused confusion in the town Procedures have been revised and training conducted to resolve this issue.
