NRC INSPECTION REPORT NO. 50-302/88-35 i
The NRC Systematic Assessment of Licensee Performance (SALP) has been completed for your Crystal River facility.
The facility was evaluated for the period September 1,1987, through December 31, 1988.
This report will be discussed with you at a public meeting to be held at the Crystal River facility on April 5, 1989 at 9:00 a.m.
The performance of your Crystal River facility was evaluated in the functional areas of plant operations, radiological controls, maintenance / surveillance, emergency preparedness, security, engineering / technical support, and safety assessment / quality verification.
Overall performance was judged to be satisfactory.
Improvement was evident in the areas of security, radiological controls and surveillance.
Continued strength was noted in the maintenance area.
Performance in several areas could have been improved by more effective supervisory review.
Inadequate
staff size and training contributed to significant weaknesses in the engineering i
and technical support area.

Any comments you have concerning our evaluation of the performance of your j
facility should be submitted to this office within 30 days following the date i
of our meeting in Crystal River, Florida.
We specifically request that you advise us of actions you plan to take in response to the Category 3 rating.
Your comments, a summary of our April 5,1989, meeting, and my disposition of your comments will be issued as appendices to the enclosed SALP report and an amended report will be issued if warranted.
