Areas Inspected:
Routine, unannounced inspection of activities associated with Licensee Event Report Number 79-021/0lX-0. The inspection involved four insLector hours onsite by one regional based NRC inspector.
Results:

Control Rod Drive (CRD) Return Line Repair During performance of maintenance in the steam tunnel area on July 10, 1979, the licensee observed water dripping from lagging on the CR0 return line.
This was reported to the NRC Region I via LER 79-021/01X-0 on July 11, 1979 after removal of lagging and closer examination of the line revealed a small leak in the area of the inboard weld on the inboard manual isolation valve.
At the time of this inspection the plant was shut down for repairs to the CRD return line and the defective section of pipe, including the valve, was removed.

The inspector found that the repairs wero governed by the requirements of Section IWA 4000 of the ASME Boiler and Pressure Vessel Code,Section XI.
The inspector interviewed license personnel and reviewed work procedures and documentation associated with welding and nondestructive examination of the proposed repair in order to ascertain that the applicable require-ments of the ASME B&PV Code were met.

The inspector's review indicated that the welding procedures and welders were properly qualified in accordance with the applicable requirements of Section IX of the ASME Code and the NDE personnel were found to be certi-fied in accordance with the provisions of the applicable supplement of SNT-TC-1A, the governing document for NDE personnel certification.
No items of noncompliance were identified.
3.
Exit Interview The inspector met with the licensee representatives (denoted in Paragraph 1)
at the conclusion of the inspection on July 13, 1979. The inspector summarized the purpose and the scope of the inspection and the findings.
