Insoection on November 8, 1978 (Combined Report Nos. 50-289/78-21 and 50-320/78-34)

Areas Inspected:

Routine, unannounced emergency planning inspection linited to observation of a licensee conducted emergency drill.

The inspection involved 12 direct inspection hours by four regionally based NPC inspectors.

Results:

Of the area inspected, no items of noncompliance were identified.

Emercency Drill Four NRC inspectors, several licensee observers, and one licensee consultant made octailed observations of the following emergency drill activities:

Unit 1 control room personnel actions concernina detection and

response to the emergency conditions; Notification of plant personnel and offsite agencies;

Accountability;

--

Dose assessment; Onsite and offsite monitoring teams;

--

The inspectors determined that:

--

The licensee's response was generally in accordance with existing procedures;

--

The response was coordinated, orderly, and timely;

The licensee used qualified persons to evaluate the organi-

zational response;

--

A critique was held shortly following the drill; and The drill.esults 2-d observer comments were documented for

the initiation of appropriate corrective actions.

The following summarizes items discussed by the inspectors during the post drill critique:

Recording of times at which various radiological measurements

--

were taken; and

--

Use of existing procedures to project thyroid critical path doses prior to receipt of environmental air sample results.

The inspector stated that a subsequent inspection would evaluate the licensee's resolution of drill identified areas.

Exit Interview The inspector met with the licensee representative (denoted in Paragraph 1) at the conclusion of the inspection on November 8, 1978. The inspector summarized the purpose and the scope of the inspection and the findings.
