"B" Scent Fuel Pool Modification The licensee submitted an apolication, dated February 3,1977, to the USNRC:NRR proposing to modify the "B" spent fuel pool storage capacity from 171 assemblies to 496. The USNRC:NRR issued amend-ment No. 34 to the Facility Operating License No. DPR-50 authorizing the spent fuel pool modification. This inspection was performed to ascertain if licensee commitments and license requirements were being complied with for the modification.

The inspector reviewed selected technical requirements in the following documents to determine if they were consistent with the licensee's comnitments and license requirements.

The inspector v.isually examined the accessible parts of one of the new spent fuel storage racks to be installed during the modification.

This raci, identified with serial number 16430, had not yet undergone the planned site receipt ins;;ection. The inspector observed what arpeared to be cracks in two welds connecting the fuel box and s

r.hannel (part nos.1 and 3 on drawing 5098M2001, revision 5).

He also noted varying amounts of undercut in the welds.

The Ticensee did not have the fabrication acceptance criteria for these welds available at the time of this inspection to detemine the acceptability

of the noted conditions. The licensee issued Nonconfor.ance Report No. 78-37 documenting the cracks and stated that an engineering G

of this evaluation and review by the NRC (78-04-01).

This item is considered unresolved pending completion An inspection of the "B" spent fuel pool liner was performed in the areas where the old spent fuel rack hold down bolts had been removed to provide clearance for the installation of the new racks.. It was noted that the bolt removal did not appear to present a hazard to the liner integrity.

No items of noncompliance were identified.
