The vendor stated that Aloyco did not conduct an analysis for - ! phosphorus and sulfur from 1967 until February 20, 1973 for any nuclear valve components.

The vendor stated that Aloyco has supplied 237 heats of valve l component castings to Three Mile Island I and II.

These valves were purchased by Babcock and Wilcox Company and Metropolitan ' j Edison Company.

The vendor stated Aloyco had 10 representative samples analyzed for phosphorus and sulfur by an independent laboratory and the results were acceptable.

The inspector requested an explanation why Aloyco stopped analyzing for phosphorus and sulfur.

I The vendor stated that when Aloyco installed the spectograph, a management decision was made to delete the analysis for the elements ) of phosphorus and sulfur.

They stated the reason for omitting the analysis of these elements was their confidence in the control of the phosphorus and sulfur content of the material used in foundry selting practice.

The inspector stated that the Aloyco valve castings supplied ' for Three Mile Island I and II and other nuclear power plants are not in conformance with the requirements of ASTM-A351 specifications, and asked for the 74 nsee and thc vendor proposals to correct this non-conformance.

The vendor stated that they are aware of the non-conformance and ' are prepared to work with the responsible utility companies and/or , _ their designated representatives to correct these non-conformances.

Nonconformance with ASTM-A351 Specification Requirements i The licensee informed RO:I by telephone on August 27, 1973 that the chem * cal characteristics as reported by the vendor appear to be in nonconformance with the requirements of ASTM-A351 Specifications.

This inspection was conducted to verify the nonconformance and to determine the extent of components involved. The following general ' information was obtained.

The valves foi Three Mile Island I and II were specified as CF8 or CF8M in accordance with the requirements of A351 which re-quiries an analysis of each heat of steel be made to assure con-formance with the percentage of the elements specified in Table I of this specification.

- _ ___- .__.___ _. . _ _ _ - _ . - - - . . , ! O Contrary to the above the vendor did not analyze for phost.horus and sulfur as required, but instead reported estimated values for these elements without indicating them as estimates on the certified test reports.

The vendor confirmed that Aloyco did not analyze for phosphorus and i sulfur during the period between 1967 and February 20, 1973 for l any austenitic steel valve castings.

Aloyco Suppliec' Valve Castings to Three Mile Island I and II , The vendor stated that Aloyco supplied Babcock & Wilcox and the j Metropolitan Edison Company a total of 197 different heats of l material to Three Mile Isidad I which represents valve bodies, bonnets and discs. Of this total Aloyco had found 130 sample j blocks.

, The vendor also stated that Aloyco furnished Babcock & Wilcox with 40 heats of material for Three Mile Island II valve components of , which they have found 34 samples.

!. The vendor selected at random samples representing 10 heats of v) Three Mile Island I and IT materials. These samples were sent to International Testing Laboratories in Newark, New Jersey, for ' analysis of phosphorus and sulfur content.

The range of values reported frem the samples were from 0.014 to 0.020 sulfur and 0.011 to 0.028 phosphorus.

, The vendor stated that these reported values and control of the f phosphorus and sulfur content of the materials used in the foundry l melting practice supports their confidence that both phosphorus and sulfur content are below the maximum value of 0.04 percent as specified in ASTM-A351, 4.

Aloyco Melting Practice The inspector requested for review the procedures that describes the controls of the phosphorus and sulfur content of the materials used in the foundry melting practice.

The vendor stated that Aloyco does not have a formal procedure for this activity. However, the inspector ras shown furnace schedule sheets that defined-the amount of each type of material required for each melt. This activity is performed by the Foundry Manager.

. ,.- > . . -6- ' The vendor also stated that all nuclear grade castings are cast , from virgin mat 'ials plus foundry scrap (gates and risers) of known chemistry.

The certification for these raw materials do not include the phosphorus and sulfur content and Aloyco has - ' not analyzed these materials for these two elements.

Record Review , ' The inspector reviewed Aloyco test reports for castings manufactured and tested since February 20, 1973.

The reported sulfur and phos-phorus values were within the 0.04 percent maximum permitted by . ' A351 specifications.
