The licensee has submitted a proposed change to Chapter 12 of the FSAR which will assign equal authority and responsibility

to the Station Superintendent and the Assistant Station Super-intendent. This change would alleviate the conflict between

Emergency, Maintenance and Surveillance Procedures" and the current Chapter 12 of the FSAR relative to authority for final approval of facility procedures.*

An exit interview was conducted on site on August 30, 1973 at the con-clusion of the inspection to summarize the result of the inspection.

The inspector discussed with licensee representatives the status of the Facility Procedures Program.
The inspector stated that detailed written approved procedures for the administration, operation and main-tenance of the facility must be completed prior to licensing. A licensee representative concurred with tha inspectors comment and agreed to expend the necessary effort to achieve timely completion of facility procedures.

Inspector's Comment The inspector stated that facility procedures for the administration, operation and maintenance of the facility must be completed and approved prior to licensing.
The inspector further stated that based upon the large number of procedures remaining to be prepared and the voluminous amount needing final approval prior to the tentative fuel load date of March, 1974, significant emphasis should be placed on expediting the preparation and approval of f acility procedures.

Current and Previously Identified Deficiencies a.
The inspector was informed by a licensee representative that Administrative Procedures No. 1016, " Implementation and Control I
of Station Maintenance" and No. 1006, " Conduct of the Retraining Program" would not be written prior to licensing.

Inspector's Comment
The inspector stated as an absolute minimum in regard to the station

maintenance program the licensee must heve administrative or imple-menting procedures for the establishment of a Corrective and Preventive Maintenance Program with examples of detailed procedures for the performance of all types of maintenance on the facility prior to licensing.

The inspector further stated that 10 CFR 50.34(b)(8) requires that each application for a license to operate a facility include a

description and plans for implementation of an operator requalification
program", which as a mininum, meets the requirements of Appendix A of 10 CFR Part 55.

Licensee's Response A licensee representative stated that Administrative Procedures No.
1016 and 1006 that establish a maintenance and retraining program will be written prior to licensing.

Containment Access Requirements The licensee stated that containment access requirements will be included in Health Physics Procedure No. 1630.*

however specific instructions for the mechanics of entry by the operator and prerequisites such as ensuring integrity, permission required, associated alarms, door interlocks etc.
are not included in this procedure.

Inspector's Comment The inspector stated all shif ts should have the capc.bility to ascertain the concentration of boroa present in the primary coolant water, especially since most load follow operations requiring changes in boron concentration occur on the back shifts.
