Areas Inspected:
Routine, unannounced inspection of the licensee's physical

security program,- The areas inspected within the physical security program
!
included management support, Safety Enhancement Plan, and audits; vital area i
physical barriers, and detection aids; protected area access control of
!
vehicles; security system power supply; compensatory measures; and. security
)
training and qualifications.

Results: Within the areas inspected, no violations or deviations were
!
identified. The NRC inspector noted that progress is being made in all areas l-of the licensee's security upgrade program, except security management
staffing. The licensee has experienced difficulty in filling three key staff l
positions in the security organization.
The licensee's Safety Enhancement Plan
.j appears to be meeting schedule commitments with final aspects of the security l
. upgrade due to be completed by September 30, 1989.
Compensatory measures are j
still in operation on the perimeter to compensate for non-operational security j
systems.
