This letter refers to the July 6-10, 1981, routine inspection conducted by Mr. R. A. Caldwell of NRC's Region IV Office. The activities inspected were those Inat are authorized under NRC License DPR-40. It further

refers to the discussion that he had with you concerning his findings at the conclusion of the inspection.
The inspection related to your program and activities designed to protect against industrial sabotage and to safeguard special nuclear material.
The inspection was based on the applicable provisions of Title 10, Part 50 of the Code of Federal Regulations entitled " Licensing of Production
!
and Utilization Facilities," within Part 73 ontitled " Physical Protection of Plants and Materials," and the specific requirements of NRC License DPR-40.

The inspection consisted of selective examinations of pmcedures and i
records, personnel interviews, and observations by the inspector.
During this inspection it was found that certain of your activities were
,
'
not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Enclosure (1). All of i
the violations are of the Level IV Severity Category. One of the violations is mpetitive and was stated under sworn affidavit to have been remedied. This caused special concern and in conjunction with the series of other Level IV Violations, pmmpted the management meeting on August 17, 1981, between Omaha Public Power District management and Messrs. J. T. Collins and
,
J. E. Gagliardo of this office.
