On November 18 and 19, 1981, the NRC inspector reviewed a sample of i

certification documentation (Appendix A forms for on-site personnel).

,

Six personnel had expired certifications, but none of these six were

!

currently governed by Standing Order G-26.

In addition, none of the s

qualifications required requalification.

New qualification forms were prepared for these persons prior to the end of the inspection.

This situation did show that the licensee did not have a formal notification program to identify all expirations of qualifications. A licensee

On November 17 and 18, 1981, the NRC inspector reviewed qualification records of subcontract personnel perfonning Quality Control inspections, i

including Level II Nondestructive Examination (NDE). There were several

'

areas in the qualifications which appeared to be anomolies such as i

experience indicated in individual resumes and documentation of an unde-fined color vision condition described as a " red-green defect" by the-

!

medical examiner. The NRC inspector did not have adequate time nor expertise during the inspection to make a resolution of this matter.

Pending further review during(a subsequent inspection, this is con-sidered an unresolved item.

Independent Inspection i

As part of the NRC inspector's independent inspection effort, an analysis was made of licensee response to licensee Deficiency Report (DR) of

Significant Deficiency FCl-81-0-0004, dated March 10, 1981. The NRC l

inspector had identified this DR during a previous inspection and con-sidered that an analysis of licensee response would be necessary.

This DR documents concerns of the licensee Quality Assurance organization regarding the apparent lack of design review of the seismic design specifi-t cation of the licensee's FSAR as required by USAS B31.7-1969, Section 700(c).

In response to the DR, the licensee Generating Station Engineering Organization (GSE) stated that the requirement for design review of the licensee's seismic design specification in the FSAR had been satisfied by

i the review accomplished by a registered professional engineer who was a i

consultant for the AEC performing the Safety Evaluation of Fort Calhoun i

Station, Unit 1, docket No. 50-285, dated August 9, ;972, issued August 9, l
