REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE By your letter and affidavit dated November 16, 1982, you requested that IE Investigation Report 50-285/81-25 be withheld from public disclosure pursuant to 10 CFR 2.790.
Your reasons for requesting our withholding were that the report contains
" commercial or financial information obtained from a person and privileged or confidential" and that " personnel information of the type discussed in the report is of a personal nature and is normally provided confidential treatment."
We have reviewed your request based on the requirements and criteria of 10 CFR 2.790 and have concluded that the information sought to be withheld does not contain trade secrets, proprietary, confidential, commercial, or financial

information.
Additionally, while an individual's secondary school records can be considered personnel information of a type normally provided confidential treatment, the discussion of such records in the subject report is conducted without identifying the individuals whose records are being discussed.
Therefore, appropriate confidential treatment is provided.
Accordingly, we have concluded that the information sought to be withheld from public disclosure does rot meet the requirements of 10 CFR 2.790.
Therefore, your request to withhold IE Investigation Report 50-285/81-25 from public disclosure is denied.
In not less than ten days from the date of this letter, the subject report will be placed in the Public Document Rooms.
