NRC INSPECTION REPORT NOS. 50-280/90-09 and 50-281/90-09 This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by R. Schin on April 2-12, 199 The inspection included a review of activities authorized for your Surry facility. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed repor Areas examined during the inspection are identified in the repor Within these areas, th~ inspection consisted of selective examinations of procedures for control of the Surry facility during an emergenc Additionally, your self assessment of EOPs was reviewed subsequent to the inspectio This assessment was well founded and identified many findings similar to those contained in this repor Within the scope of this inspection, no violations or deviations were i dent ifi e Although procedures were found to be adequate to support safe emergency operations, numerous deficiencies were identifie The number and nature of these deficiencies place burdens on operators which could reduce their capability of responding to emergencie The enclosed inspection report discusses actions taken or planned by Surry management in response to the findings of this inspectio If your understanding of these planned actions differs from the report statements, please inform this office promptl To clearly define Virginia Electric and Power Company's plans for corrective action on the inspection findings, we request that you respond in writing to this report within 30 days of the date of this letter. Please include the date by which your review and corrective action will be completed for all findings from this inspectio This inspection report itemizes a large number of individual step deficienC::ies with your emergency procedure Your self assessment identified similar general deficiencies and other specific step deficiencie Your corrective actions should include a review of the EOPs, APs, and FCAs for additional deficiencies that may exis In accordance with Sectio~2.790 of the NRC 1 s 11 Rules of Practice, 11 Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public.
