NRC INSPECTION REPORT NOS. 50-280/90-bl AND 50-281/90-01 Thi.s refers to the Nuclear Regulatory Commission (NRC) inspection conducted by W. E. Holland, L. E. Nicholson,.and J. W. York, on January 1 through February 3, 199 The inspection included a review* of activities authorized for your Surry facilit At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection repor Areas* examined during the inspection are identified in the repor Within these areas, the inspection consisted of selective ex~minations of procedures and representative records, interviews with personnel, and observation of activities in progres The inspection findings indicate that certain activities appeared to violate NRG requirement However, because* a 11 of the criteria for categorization of non-cited violations were met, the,violations are.not being cited. The details pertaining to non-cited violations are described in the enclosed inspection repor Also, several weaknesses have been identified in the operations, maintenance, and technical support area We are especially concerned about the weaknesses identified during our review of your process for the control and testing of plant modification We did note, however, that when several concerns were identified, you took immediate corrective actions.to resolve the issue We al so acknowledge your commitment to conduct a review of the post-modification testing control proces We wi 11 closely monitor further corrective actions in these areas and expect that your reviews of future plant deviations to be thorough and aggressively pursued without NRG involvemen In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Roo.
