NRC INSPECTION REPORT NOS. 50-280/89-06 AND 50-281/89-06 This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by W. E. Holland, L. E. Nicholson, and J. W. York on January 29 - March 4, 198 The inspection included a review of activities authorized for your Surry facilit At the conclus.ion of the inspection, the findings were discussed with those members. of your staff identified in the enclosed inspection repor Areas examined during the inspection are identified in the repor Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progres The inspection findings indicate that certain activities appeared to violate NRC requirement Two violations, related to wetting of safety-related components and potentially unqualified parts, are not includ~d in a Notice of Violatio They are being considered for escalated enforcement along with the issues that were discussed at the January 26, 1989, Enforcement Conferenc Your attention is invited to the unresolved item identified in the inspection repor This matter will be pursued during future inspection In accordance with Section 2.790 of the *NRC 1s 11 Rules of Practice, 11 Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in *the NRC Public Document Room.
