Snubber Surveillance Program, Units 1 and 2 (70370)

The inspector examined procedures and quality records related to the snubber surveillance program and inspected selected snubbers on safety-related piping systems. Acceptance criteria utilized by the inspector are specified in Technical Specification 4.1 Review of Snubber Survei 11 ance Pro*cedures The inspector examined the following procedures which control the Unit 2 snubber surveillance activities:

The inspector also examined the snubber component numbers stamped on the snubbers and verified that the component numbers were accurately 1 i sted in the snubber tab 1 es attached to the vi sua 1 inspection procedures, The snubber component numbers are used by the licensee to monitor snubber service life dat Snubbers examined were as follows:

Results of visual inspections performed on Unit 1 access1ble and inaccessible snubbers in May 1986, December 1986, and May 1987 (2)

Results of visual inspections performed on Unit 2 accessible and inaccessible snubbers *in February 1986, and on Unit 2 inaccessible snubbers in October 198 (3)

Results of functional tests performed on Unit 1 mechanical and hydraulic snubbers in May 198 As a result of the high failure rate experienced when testing the Pacific Sci ent ifi c ( PSA)

mechanical snubbers, the licensee tested 100 percent of the PSA mechanical snubbers to comply with the requirements of TS 4.17. Seventeen of the 69 PSA snubbers tested failed to meet the fun ct i ona 1 test acceptance criteri Due to the high failure rates experienced in. the May 1986 and in previous functional tests of the PSA snubbers, the licensee decided to rep 1 ace the PSA mechani ca 1 snubbers with another bran This work was completed under Engineering Work Request (EWR) 86-14 (4)

Results of functional tests performed on Unit 1 mechanical and hydraulic snubbers in November 198 Two of the PSA mechanical snubbers failed the functional tests which required test all 27 of the Unit 2 mechanical snubbers. All the Unit 2 PSA snubbers were replaced with another branch under EWR 86-14 (5)
