NRC Inspection of Diablo Canyon Units

This refers to the routine ins'pection conducted by H.

Wong and M. Miller during the period of October 10 through November 18, 1991.

This inspection examined your activities as authorized by NRC License Nos.

DPR-80 and DPR-82.

At the conclusion of the inspection, discussions of their findinos were held with Mr. J.

D. Townsend, and other members of your staff.

Areas examined during this inspection are described in the enclosed inspection report.

Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors.

No violations of NRC requirements were identified as a result of this inspection.

However, the inspection identified two areas which appear to warrant continued management attention.

First, (in paragraph 9 of the inspection report)

our review of site procedures for reduced reactor coolant system inventory operations indicates that while current procedures are generally adequate, some revision to these procedures appears needed to incorporate the results of current analyses, to assure consistency between procedures, and to incorporate operator feedback.

Progress should continue in th'is area as the need for reduced inventory operations may occur unexpectedly.,

Second, (in paragraph 5 of the inspection report) personnel errors were noted regarding the events related to the missed containment atmosphere sample and the inadvertent admission of steam to the nitrogen system.

These events reemphasize the need to effectively address the issue of personnel errors which was highlighted in the last resident inspection report (50-275/323/91-27).

In accordance with 10 CFR 2.790 (a),

a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
