This refers to the electrical distribution system functional inspection (EDSFI) conducted by Mr. M. P. Ang, and a team of NRC and contractor personnel, from April 22 through May 24, and review of additional licensee provided information through June 10, 1991, involving activities authorized by NRC Licenses Nos.

DPR-80 and 82, and to the discussion of our findings held with members of your staff at the conclusion of the inspection.

A"Les examined during this inspection are described in the enclosed inspection report.

Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with personnel, and observations by inspectors.

f Based on the results of this inspection, it appears that certain of your activi-ties were not conducted in full compliance with NRC requirements, as set forth in the enclosed Notice of Violation.

Your response to this Notice is to be submitted in accordance with the provisions of 10 CFR Part 2.201, as stated in the enclosed violation.

In addition to the violations identified in the enclosure to this report; the team identified weaknesses in the areas of engineering technical work quality and corrective actions.

The attached report discusses several examples of poor or incomplete technical work. In addition, several examples of weaknesses in identification of and performance of timely corrective actions for nonconforming conditions were identified.

Specifically, the team was concerned with the lack of ownership exhibited by your engineering organizations in their failure to provide technical guidance for potential inoperability of motor operated valves and 120 Y ac contactors, during degraded grid conditions, until prompted by the team.

An additional example was its failure to resolve issues associated with EDG fuel oil inventory requirements identified in your justification for continued operation since February 1989.

Your prompt attention to the improvement of the weak areas identified in the enclosed inspection report is encouraged.
