P. Narbut, Senior Resident Inspector B. Olson, Project Inspector G. Cook, Public Affairs Officer Mr. Martin opened the meeting by stating that the meeting provided an opportunity for discussion of the NRC Systematic Assessment of Licensee Performance (SALP) report.
Mr. Zimmerman started the SALP discussion by noting that the SALP Board had concluded that the overall performance of licensed activities at Diablo Canyon was very good and clearly directed towards safe facility operation.
Mr. Zimmerman summarized the Board's assessment of the following functional areas:
Plant Operations Naintenance/Surveillance Engineering/Technical Support Safety Assessment/equality Verification The following comments were provided after the discussion of each of the functional areas:
~0erations Nr. Shiffer stated that a formal process for operability determinations is being instituted.
Operations personnel have been trained that their management is to be informed when operability determinations involve judgement.
Nr. Townsend indicated that the procedure for operability determinations has not been issued but has been developed over the last two to three months.
He stated that the challenge in developing the procedure was to make it useable and simple.
Nr. Shiffer added that operability determinations will be comprehensive and documented in writing.
Nr. Martin commented that the operations department has done a good job, and the training department has done very well in preparing operators for requalification examinations.
He added that the challenge for the operations department will be in maintaining good performance and avoiding complacency.
Maintenance/Surveillance Nr. Shiffer stated that the maintenance organization had not been fully effective in transmitting management's expectations to their personnel.
He indicated that the maintenance goals and objectives could only work when managers believe in the goals and objectives, and then communicate them throughout the organization.
Nr. Shiffer felt that individual maintenance/surveillance problems would be solved as the organization adopted the goals and objectives.
Nr. Naneatis added that he believed there had been a lack of aggressive management attention in the area of maintenance.
Mr. Hartin commented that Diablo Canyon appears to have the resources to perform well in maintenance.
He encouraged the engineering organization to become more involved with maintenance activities as the two areas often overlap.
Nr. Townsend commented that engineering is putting effort into being more involved with maintenance, although the maintenance organization is often the first to observe problems.
He added that the maintenance and engineering organizations have been told that obstacles to performing maintenance activities have to be brought to management's attention so that the obstacles can be eliminated.
Mr. Martin encouraged Diablo Canyon management to stimulate maintenance personnel to develop a
more questioning attitud En ineerin /Technical Su ort Nr. Shiffer indicated that, although the corporate and site engineering organizations developed separately, there is good integration and teamwork.
Nr. Townsend commented that he has observed an advantage to having an engineering organization at the corporate offices and one at the site in that corporate engineering can look at problems from a broad perspective and plan ahead while the site organization is focused on the resolution of problems.
Nr. Martin observed that there have been some good programs developed within engineering, such as the training program for plant system engineers and the system walkdowns performed by site and corporate engineers.
He encouraged the licensee to maintain their emphasis in the engineering area and to promote intrusive involvement on the part of engineers.
Safet Assessment/
ualit Verification Nr. Shiffer attributed improved preformance in this area to the fact that management expectations were effectively transmitted and that established rules were followed.
Nr. Martin commented that the quality assurance organization is a key organization to drive improvement at the facility.
He added that the test for the organization is that they find the problems prior to the problems self-revealing or being found by the NRC.
Mr. Maneatis noted that the quality assurance organizations are shifting from programmatic based audits to more performance based audits, and other organizations are accepting the presence of quality assurance.
Mr. Yuhas then summarized the Board's assessment of the following function areas:
Radiological Controls Emergency Preparedness Security The following comments were provided after the discussion of each of the functional areas:
Radiolo ical Controls Both Mr. Shiffer and Nr. Townsend described the importance they assign to this area.
Nr. Townsend indicated they continue to seek improvements in radiological controls and described a recent audit in the area.
Mr.
Niklush stated that, as a result of the recent audit, training has been improved, radiological technicians are establishing themselves as role models in promoting proper work practices, and there is renewed emphasis on understanding the cause of personnel contaminations.
Emer enc Pre aredness Mr. Shiffer expressed his concern in that this area was previously rated higher.
He felt that the general performance in this area was good but
the goals had not been communicated as effectively as could be.
Nr.
Townsend said that he emphasizes that Emergency Preparedness (EP) is everyone's responsibility and is not relegated to just the EP staff.
Nr. Yuhas observed that the program is good, but recurring problems need to be corrected.
Both Nr. Shiffer and Nr. Townsend said they expect superior performance in this functional area during the next assessment period.
~Seceri t Nr. Shiffer explained that he has devoted a significant amount of attention to this area.
Mr. Townsend described the improvement that has been observed, and he expects continued improvement in the area of security.

Rkikkk kk Nr. Dyer concluded that when PGIIE and Diablo Canyon commit to doing something, it is done very well.
He stated that the licensee can continue to do a good job by identifying and addressing problems in a timely manner.
Nr. Martin considered that, overall, the licensee has done a very good job and ranks with the top performers in the industry.
Nr. Maneatis indicated that PGIIE would have no comments to the content of the SALP report and that PGIIE welcomed the opportunity to meet and have any weaknesses in performance discussed.
