SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE REPORT NUMBERS 50-275/91-19 and 50-323/91-19 The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed its periodic evaluation of the performance of the Diablo Canyon Nuclear Plant for -the period January 1, 1990, through June 30, 1991.

The performance of Diablo Canyon was evaluated in the functional areas of Plant Operations, Radiological Controls, Maintenance/Surveillance, Emergency Preparedness, Security, Engineering/Technical Support, and Safety Assessment/guality Verification.

The criteria used in conducting this assessment and the SALP Board's evaluation of your performance in these functional areas are contained in NRC Manual Chapter 0516,

"Systematic Assessment of Licensee Performance,"

dated September 28, 1990.

Based upon discussions with your staff, a management meeting to discuss the results of the SALP Board's assessment has been scheduled for August 28, 1991, at the Diablo Canyon site in Avila Beach, California.

Arrangements for the management meeting will be discussed with your staff in the near future.

Overall, the SALP Board found the performance of licensed activities at Diablo Canyon to be very good, in some cases superior, and clearly directed toward safe facility operation.

Your performance was judged to be Category

in Operations, Radiological Controls, Engineering/Technical Support, and Safety Assessment/guality Verification.

Your performance was judged to be Category 2 in Maintenance/Surveillance, Emergency Preparedness, and Security.

The area of Security was evaluated as "Improving".

Emergency Preparedness and Maintenance/Surveillance declined to Category

from the previous SALP ratings of Category 1 and Category 2, "Improving",

respectively.

The major cause of this decline was the recurrence of problems which were not fully resolved earlier.

The improving trend for Engineering/Technical Support and Safety Assessment/guality Verification, which was observed in the previous SALP, continued and resulted in both of these areas being rated as Category l.

An overview of the SALP Board's assessment is provided in Section II of the enclosed report.

Perceived strengths and weaknesses and Board recommendations are discussed in Section III, Performance Analysis.

Section IV of the enclosed report provides supporting data and a summary of activities for the assessment period.

The SALP Board found that overall performance at Diablo Canyon has been very good and has continued to improve from that of the previous SALP period.

In performing this assessment, the Board observed several PGSE efforts which are especially noteworthy:

  • High quality of plant operations and generally event free operation.
  • Proactive assurance of quality of radiological controls and innovation in reducing occupational exposures.
  • Effective performance-based audit programs.
  • Continuing efforts by PGSE to maintain a strong and effective training program.

The Board concluded that early problem identification by Maintenance and involvement by Engineering should improve the timeliness of problem identification and resolution in this area.

Diablo Canyon management can improve the Maintenance/Surveillance area by promoting a more inquisitive attitude amongst the workers and by insisting that procedures and policies be more closely followed.

In that no functional area was assessed as Category 3, a written response to the enclosed initial SALP report is not required.

However, you may submit comments on the enclosed report, if desired, within 30 days after the August 28 meeting.

In accordance with Section 2.790 of the NRC's "Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter, the enclosed SALP report, and your response will be placed in the NRC's Public Document Room.
