A special unannounced inspection to determine if the licensee as implemented a program for conducting periodic evaluations of public health and safety issues resulting from changes in population distribution, or industrial, military, and transportation hazards on or near reactor sites.

NRC Temporary Instruction 2515/112 was used.

Results:

The licensee's formal program for the annual evaluation of each part

'oOO~e inal Safety Analysis Report Update (FSARU) is considered satisfactory.

In addition, licensee managers are extensively involved (due to the licensee's formal "Governmental

- Key Contact" program) in local community activities.

No anomalies in the descriptions presented in Chapter 2 of the FSARU and the surrounding environs were. identified.

Near Site Environmental Chan es The licensee owns or controls all property (excluding coastal waters)

within a radius of approximately 2 miles of Diablo Canyon Power Plant (DCPP).

DCPP is somewhat protected by a mountain range that effectively separates it from any non-PG8E commercial activities.

The licensee's programs for monitoring and documenting changes in the environs sur rounding the licensee's facility were examined.

In addition to the annual DCPP Technical Specification 3. 12. 1/4. 12.2 required land use census (encompassing the sixteen meteorological sectors within five miles of DCPP), the licensee is actively involved in the full-time control of their coastal properties.

Cattle grazing and agricultural activities are conducted on a portion of the licensee's property located southeast of DCPP.

The inspector 'determined that the licensee's gA Department routinely reviews design changes for agreement with the descriptions contained in the FSARU.

The inspector noted that during a 1987 audit (86259T) of a design change package dealing with the Auxiliary Saltwater System (ASW),

gA engineers identified that a propane storage tank (for the site cafeteria)

was installed in proximity to electrical conduit boxes associated with the ASW.

The propane tank had been installed without the initiation of a design change notice or a safety evaluation being made.

Corrective actions included the removal of the propane tank and creation of a procedure providing guidance on siting and modification of plant facilities.

8ased on a physical survey of areas surrounding DCPP the NRC inspector determined that Chapter 2 of the current FSARU accurately reflects the populations and hazardous conditions surrounding DCPP.

The licensee's methods appear to be adequate for the evaluation of public health and safety issues resulting from changes in population distribution or in industrial, military, or transportation hazards that could occur in or around DCPP.
