SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Monticello Nuclear Generating Plant, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

PLANT STATUS
Monticello began the inspection period operating at approximately 100 percent power and, with the following exceptions, remained at that level throughout the inspection period. The plant reduced power to 75 percent, on June 17, 2020, for quarterly turbine valve testing and control rod drive scram insertion time testing, returning to 100 percent power prior to midnight.
Monticello performed multiple flexible power operations over the quarter, for electric grid efficiencies in the early mornings, reducing power to approximately 80 percent then returning to 100 percent power.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
Starting on March 20, 2020, in response to the National Emergency declared by the President of the United States on the public health risks of the coronavirus (COVID-19), resident inspectors were directed to begin telework and to remotely access licensee information using available technology. During this time the resident inspectors performed periodic site visits each week and during that time conducted plant status activities as described in IMC 2515, Appendix D; observed risk significant activities; and completed on site portions of IPs. In addition, resident and regional baseline inspections were evaluated to determine if all or portion of the objectives and requirements stated in the IP could be performed remotely. If the inspections could be performed remotely, they were conducted per the applicable IP. In some cases, portions of an IP were completed remotely and on site. The inspections documented below met the objectives and requirements for completion of the IP.

Annual Follow-up of Selected Issues (IP Section 02.03) (1 Partial)
The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:
(1)
(Partial)
FZ-08, Cable Spreading Room past Operability due to installation of heat detectors with incorrect setpoint
INSPECTION RESULTS
Unresolved Item (Open)
Partial Sample of FZ-08, Cable Spreading Room past operability due to installation of heat detectors with incorrect setpoint.
Description:
On March 5, 2020, the licensee identified that the set points for the cable spreading room fire detectors were incorrect. These detectors had been installed in 2018. The correct set point was 140 Fahrenheit (F), however, the licensee identified that the replaced detectors actually had a set point of 275 F. This would have resulted in a delayed response to a fire occurring in the room, potentially resulting in conditions outside the design basis analysis. The licensees preliminary investigation identified that the incorrect set point likely resulted from the wrong detectors being ordered from the supplier; however, this was still being confirmed through the investigation. Additionally, the licensee was still evaluating the actual impact to the design basis analysis. The inspectors were monitoring the licensees investigation including the actual risk impact. The licensee replaced the detectors with ones having the correct set point upon discovery and therefore the inspectors had no immediate safety concerns. This is considered a partial sample which is being continued in the third quarter.
Planned Closure Actions: This finding was determined to require further risk evaluation and this evaluation continues into the third quarter.
Licensee Actions: Cable Spreading Room (CSR) thermal detectors have been replaced with the correct setpoint detectors and an extent of conditions evaluation of other heat detectors has been performed.
Corrective Action References: 501000038446, Replaced CSR Thermal Detector Issue
