NRC INSPECTION REPORT NOS. 50-250/87-44 AND 50-251/87-44 This refers to the NRC inspection conducted October 10 - November 12, 1987, at the Turkey Point Nuclear Plant, Units 3 and 4, Homestead, Florida.
Details of this inspection were provided to you by letter dated December 1, 1987, and indicated a significant failure to comply with NRC requirements.
The proposed violation associated with the above inspection was discussed at a management meeting held on November 24, 1987, at the Turkey Point Nuclear Plant facility.
The proposed violation described in the details of the NRC inspection report 50-250, 251/87-44 addresses the failure to meet the requirements of
CFR 50.54(i) in that on September 13, 1987, a reactor operator allowed a
non-licensed shift technician, an administrative aide who was not in a training status, to manipulate reactivity controls.
The major area of concern was the lack of understanding, by the operating staff, of the regulatory requirements.
This was further demonstrated by the fact that,two other reactor control operators and one reactor engineering supervisor (SRO) observed the event and they did not realize it was contrary to the requirements of 10 CFR 50.54(i).
On October 19, 1987, the NRC issued an Order, EA 87-85, which states, in section III on page 4, that,
"the NRC is continuing to evaluate the circum-stances surrounding this event, but it is clear that an attitude that permits an unauthorized, non-licensed individual to perform such actions is unaccept-able.
The NRC wi.ll consider whether further action is necessary on this issue subsequent to completion of our evaluation."
Having evaluated the actions tak'en by you in response to this Order, we have determined that further action is not neces~y at this time, thus a proposed notice of violation will not be issued for this violation.
The corrective actions already taken and the actions we anticipate you will take in response to the upcoming recommendations resulting from your ongoing Independent Management Appraisal should prevent recurrence.
