A meeting was held to discuss recent trends of poor radiation worker practices and high collective doses at Commonwealth Edison's three boiling water reactor (BWR) facilities, Dresden 2 & 3, LaSalle 1 & 2, and Quad Cities 1 & It was attended by the NRC Region III managers and inspectors directly responsible for radiation protection at these facilities and the stations' Radiation Protection Managers (RPMs).

Corporate managers responsible for radiation protection also attended. Topics discussed included radiation worker practices, high station collective dose and source term reduction, the recent appointment of the RPMs at their respective stations, the amount of time spent by the RPMs and other plant management in the plant, and a recently completed corporate study of work contro The discussion was candid and the licensee indicated it had a better understanding of NRC concerns as a result of the meetin Tentative plans for additional similar meetings were mad.931124 PDR ADOCK 05000237 G

McCormick-Barger, Chief, Radiological Programs Section 1 R. Paul, Senior Radiation Specialist W. Snell, Chief, Radiological Programs Section 2 Meeting Summary A meeting was held at the request of the NRC to express and discuss concerns about a recent trend of poor radiation worker practices and a longer term trend of high collective doses at Commonwealth Edison's three boiling water reactor (BWR) facilities, Dresden 2 & 3, LaSalle I &

2, and Quad Cities I & 2. Additional topics as listed on the attached agenda were also discusse Noteworthy information from the discussion is given belo *

Radiation protection technician (RPT) attitude at Quad Cities is excellent; whereas, improvement is needed at Dresden and LaSall *

ALARA (as-low-as-reasonably-achievable) considerations have resulted in leaving some areas contaminate *

RPT and radiation worker bargaining unit issues are under negotiation. These issues could result in productivity gains and collective dose reduction *

The three RPMs have less than one year experience as RPM at their resp.ective plants, and at Quad Cities and LaSalle the RPMs have only recently been transferred to the station Administrative demands of the new positions appeared to be*

limiting the RPMs' time spent becoming familiar with the plant and radiation worker practices in radiologically controlled areas (RCAs).

The NRC representatives emphasized the need for RPMs to spend time in their plants, but no guidance. on how many hours should be spent per week or month was discusse *

Dose reduction efforts included the use of advanced robotics and implementation of 15 recommendations of a corporate study of work control. This study reviewed work control strategies of companies in several industries and corporate managers expect the recommendations to result in more efficient control of RCA wor *

Efforts to improve radiation worker practices with increased management presence in the plant and through use of the disciplinary process were discusse *

NRC representatives briefly discussed the "radiation protection objectives and strategies" developed by Region III to properly focus inspection and NRC management efforts at plants with performance problem The licensee and NRC representatives concluded the meeting with tentative plans to hold similar meetings in the futur... -.

Comments CECO BWR WORKING MEETING October 18, 1993 9:00AM -

LaSalle Working meeting -

we want to limit attendance

-

keep it informal

- would like open and candid discussion NRC participants: Axelson, Snell, Louden, Paul, Kunowski Topics Contaminated areas -

when do you clean them up?

-

how involved is the RPM?

Source term -

how does it contribute to problems?

-

how effective is the reduction program?

- -how much support do RPMs get from upper management?

Hiring practices -

why does CECO seldom go outside to hire technicians as well as professional~?

  • Limitations due to Union agreements -

how big an impact is this?

Accountability of personnel - is it adequate and supported?

Organizational structure - are there differences between BWRs &

PWRs?

are there differences between BWRs?

Support for RP/ALARA by station management and other departments - is it adequate?

-

does ALARA report at a high enough level?

-

do other managers buy in?

Cultural differences between plants -

how big ~ factor is it?

Cleanliness - to what extent does it mirror worker attitude?

-

how does it relate to safety?

Stability of RPMs -

does high turnover have a negat~ve impact?
