SUBJECT:

MEETING WITH THE RADIATION PROTECTION MANAGERS OF DRESDEN, LASALLE,

AND QUAD CITIES

This refers to a meeting on October 18, 1993, between me and other members of

the NRC staff and the Radiation Protection Managers (RPMs) of the Dresden,

LaSalle, and Quad Cities Nuclear Power Stations. This meeting was held to

discuss recent trends of poor radiation worker practices and high collective

doses at these three plants.

Enclosed is the inspection report summarizing the meeting and a copy of the

meeting agenda.

The meeting involved a candid discussion of the issues discussed above and

other topics and we appreciate the participation of the Commonwealth Edison

personnel,

As discussed at the meeting, NRC Region III will be focusing

additional resources on the radiation protection program and practices at

these three plants.

In that the three RPMs have only recently been appointed

as RPMs or assigned to their respective plants, we strongly encourage you and

the site Vice Presidents to ensure that the RPMs and their staff spend quality

time in the radiologically controlled area particularly observing radiation

worker practices - an area where we have noted weaknesses at all three

facilities,

Our experience has shown that good radiation protection programs

have RPMs who are familiar with their plants and worker practices.

In accordance with 10 CFR 2.790 of the Commission 9 s regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document Room.
