Inservice Inspection Program Review {73051)
Personnel from LMT, IMPELL, and CECo System Materials Analysis Department (SMAO), performed the IS! in accordance with ASME Code Section XI, 1977 Edition, Summer 1979 Addend Where ASME requirements had been determined to be impractical, specific relief requests had been submitted to the Office of Nuclear Reactor Regulation (NRR) in writin The NRC inspector reviewed the specific relief requests including the related correspondence between the licensee and the NR The NRC inspector reviewed CECo Nuc 1 ear Qua 1 ity Prag.rams Aud its and Technical Staff Surve i 11 ances of IS! activities. The NRC inspector observed work activities and had discussions with personnel during the ISi activities. These observations included:

Ultrasonic examination (UT) of the recirculation system (RCS) piping welds, including weld overlays previously installed; isolation condenser piping welds; reactor vessel to feedwater nozzle welds and inner radius examinatio Magnetic particle examination (MT) of reactor vessel closure head (RPV) stud Liquid penetrant examination (PT) of RCS p1p1ng, safety injection system, and residual heat removal pipe weld ISI Data Review (73755)
The inspectors reviewed ISi documents relating to the following:
NOE data sheets for UT, MT, PT, VT examination NOE equipment certifications and calibration report ' *
NOE inspectors' qualification certifications in accordance with ASNT-TC-lA and EPRI IGSCC UT certifications for NRC Generic Letter (GL) 88-01 wor The examination data complied with the requirements of the ASME Code and applicable procedure The NRC inspector noted that the licensee performed examination of the reactor water cleanup system weld 16-8 and weld PSl-2/201-1 this outag The data for these exams were reviewed and evaluated by the NRC inspector. These examinations satisfactorily resolved previous questions and fulfill commitments made for reexamination and resolution of the previous exams (reference NRC inspection report number 50-237 /90024(DRS)).
The licensee committed in LER 91-002-0 to perform MT of 15 closure head studs during each outag Due to a stud which could not be removed, only 14 were examined this outag In addition to the MT, all 92 studs were UT examined using an "enhanced ultrasonic examination," which is capable of detecting a.3 inch planar fla The UT examination capability to detect planar flaws of.3 inch provides adequate assurance that structural margins are maintained within the closure head studs. The licensee indicated they would revise the LER to include enhanced UT of all studs during future outage MT of studs will continue to be performed as part of a long term maintenance progra No violations or deviations were identifie.
Erosion/Corrosion Program (49001)
The Dresden Station Erosion/Corrosion Program, OAP 14-08A, Revision 0 review is documented in NRC inspection report No;* 50-237/9201 During this inspection, the NRC inspector interviewed the Dresden Station coordinator regarding implementation of the program, and observed the ultrasonic examination data gathering and processin The licensee and contractor employees complied with the referenced procedure requirement During this outage, 71 components were inspected, with two repairs and two component replacement The licensee's erosion/corrosion program appears to be conservative and adequate to prevent catastrophic failure of piping components susceptible to this type of degradatio No violations or deviations were identifie.
