Stiede, SNED Meeting Details A meeting was held at the Commonwealth Edison Company offices in Chicago, Illinois on August 21, 1980 to discuss the Dresden cooling lake dike seepage and the proposed remedial measures to be taken to preclude further environmental impact along the Kankakee riverbank and future stability problems with the dike structur Prior to the meeting, a site inspection was made on August 20, 1980 by E. J. Gallagher of the Region III office and W. Bivins of the Hydrologic Engineering section of NR The inspection consisted of a visual inspection of the apparent seepage along the riverbank.and the location and measurement of selected piezometers installed in the dike structur In addition, a brief discussion was held with representatives from the Corps of Engineers and the Illinois Depart-ment of Transportation, who were involved in a routine inspection of the cooling lake impoundment as part of the National Dam Safety Ac During the meeting on August 21, 1980 Commonwealth Edison submitted six reports to the NRC for information regarding subsurface investigation performed by Harza Engineering Company and Woodward-Clyde consultants as well as a report from the Illinois Department of Transportation Chief Dam inspecto The reports are included as Attachments A thru F of this repor (i

Discussion at the meeting included the following specific items: Seepage observed along the Kankakee riverbank is being caused by seepage from the Dresden cooling lak.

Local well water has been approximately 70 F and is potentially being effected by the seepage from the lak Commonwealth Edison is preparing alternative plans to control the continued seepage beneath the dik Consideration would be given to expanding the present surveillance progra Subsequent to the meeting. Commonwealth Edison representatives called on August 22, 1980 to advise the NRC Region III office of the following: Based on the consultant reports, the dike structure is considered stable without further remedial measures concerning the dike structur.
Commonwealth Edison will continue to monitor in accordance with established surveillance program and evaluate whether the program needs to be expanded in orde~ to detect any changes that may occu.
Regarding the groundwater seepage problem. Commonwealth Edison has proposed, by fall of 1980, to install a diverter pipe and collection system whereby the seepage at the toe of the dike would be collected and pumped back into the lak The NRC has requested that CECo make available the final design details of the_ collection system so that the NRC can evaluate the installation and effect of the syste Based on the above, it is considered that CECo has taken adequate action regarding this matte I v *
