During the inspection of radioactive waste shipments at Richland, Washing-ton from April 28 to May 9, 1980, trailer 444600 was inspected. A re-presentative of the State of Washington also examined the shipment.

Results: One apparent item of noncompliance with DOT regulations was I

f identified (failure to meet strong, tight package requirement).

I It appears that the Department of Transportation and the NRC Region III office are the appropriate organizations to take enforcement actions.

Tri State Motor Transit Company Shipment Inspected: April 28, 1980 Trailer Number: 444600 Freight Bill:

341290 The shipment consisted of LSA waste packaged in 84 drums. The maximum radiation level at the vehicle surface was 30 mR/hr. The drums were all correctly marked.

During unloading of the trailer, a defective closure was found on one drum, numbered X-68.

The bolt ring had apparently come loose so that the lid was not secured to the drum body. This is not in compliance with 49 CFR 173.392(c)(1), which requires that materials must be packaged in strong, tight packages. The lid was secured and the drum was buried.

There was no leakage of material from the package.

Following the unloading, the onsite representative of the State of Washing-ton notified the shipper that his burial site access permit was suspended.

The shipper must provide satisfactory evidence to the state that actions have been taken to prevent recurrence of closure deficiencies in order to be reinstated.
