HRC EVALUATION OF NINE NILE POINT UNIT
OPERATOR PROFICIENCY In a
telephone conversation on March 15, 1989, between Hr.
Robert Randa1 1, Unit-1'perations, Superintendent, and Mr.
Donald Flor ek, Senior Operations Engineer, arrangements were made for an NRC evaluation of operator proficiency.
Deficiencies in the operators performance using the emergency operating procedures were identified in NRC Inspection Report 50-220/88-22.
The NRC is planning to conduct the evaluation of all shift operating crews on the Nine Mile Point Unit-1 simulator, using NRC developed scenarios, during the week of Hay 22, 1989.
The scenarios will cover various types of broad evolution/transients and will not be limited to the use of the EOPs.
As your staff has agreed, the NRC will conduct the evaluations only after the facility senior management have indicated, in writing to us, that the Unit-1 operators have achieved the desired level'f proficiency in using the facility procedures.
In order for the NRC staff to "adequately develop scenarios for the evaluation, it will be necessary for you to furnish the reference material listed in Attachment 1 by Aprill 7, 1989.
Also we will need one simulator instructor and one operations person to assist in the validation of the simulator scenarios developed by the JIRC.
The two individuals will be required'o sign a security
'greement that they will not knowingly divulge the scenario contents to other facility personnel and not be involved in further training of the operators after validation of the scenario contents.
Future communications wi 11 confirm the schedule and finalize our needs.
Mr.
Randall has been advised of our reference material requirements.
