This was a special inspection to review licensee plans and procedures and

initial spent fuel shipment.

Procurement of necessary documenta-tion would not have been completed had we not nude thia inpsection, and probably delayed shipment by at least one day.

Additionally, there was no excuse for failure to complete crane requirements, when the_JCP&L application dated December 1972 stated work was already in progress.

think this points out the necessity for verification on many such items.

I I feel that we have two additional outstanding concerns:

1.

Development of a good inspection plan for fuel shipment.

Guidance is lacking and this area has received little attention before by other Branches.

2.

Concern regarding motor carrier reliability - Updates from the plant indicate numerous truck breakdowns.

I believe IE:HQ should be for-mally advised of problems in this area.
