D. L. Caphton, Sr. Reactor Inspector Directorate of Regulatory Operations, Region I R0 INSPECTION REPORT No. 50-219/73-08 JERSEY CENTRAL POWER & LIGHT COMPANY OYSTER CREEK I believe that our meeting with Jersey Central management accomplished something. Jersey Central appears to be trying to be responsive.
They have problems, know it, and are trying to correct them. The meeting was in order, bur, as I stated at the time, I don't think all of the citations in the April 26, 1973 letter to Jersey Central were appropriate. The inspection went back nearly four years.
Normally we acknowledge in our letter items that have been corrected by the end of the inspection. There isn't much difference between 11 violations and 13 violations.
I don't see what purpose it can serve, or how it can help our inspection program to cite Jersey Central for not sampling and analyzing clams in 1969 (2 violations)
when they have taken the samples and made the analysis since that igj time. Instead of being objective in our inspection, it looks like we have the.m on she ropes and are trying for a knockout.
Even the Internal Revenue Service does not go back but 3 years (unless they can show fraud).
