Dear Mr. Haughney:

By your letter to the Private Fuel Storage, LLC (PFS), dated March 11,1998, PFS members were requested to provide operational requirements and contingency-based plans for spent fuel storage. Southern Nuclear Operating Company (SNC) provided PFS the requested information relative to Plants Hatch, Vogtle and Farley. This letter addresses specific concerns with regard to the licensing schedule of a Holtec dry cask storage system (DCSS) for use at Plant Hatch.

As you are aware, SNC and the NRC's Spent Fuel Project Office (SFPO) have been discussing the licensing of a Holtec DCSS for Plant Hatch. In our December 2,1997, meeting with the SFPO, a summary of the Holtec licensing status and Plant Hatch's need dates for installation of a DCSS were presented. Under current circumstances, Plant Hatch must have the capability to begin loading the DCSS by June 2000, to avoid the loss of single-core offload capability.

In SFPO's March 11,1998, letter to PFS, projected NRC optimistic and contingency-based schedules for both the Holtec HI-STAR and HI-STORM product lines were included.

Comparison of the NRC's schedules with the Plant Hatch schedule indicates that, under the most optimistic projections, Plant Hatch will be unable to maintain single-core ofiload capability. SNC would like to discuss with the SPFO potential approaches to ensuring that <

. Mr. Charles Haughney Page 2 April 13, 1998 Currently, no NRC-approved deployable cask designs for storing BWR spent fuel are available. As a result, SNC has selected the Holtec design, since it appears closest to receiving NRC approval. SNC would like to explore with the SFPO any areas that may be a source of delay in NRC's review of the Hollec DCSS applications, as well as opportunities to improve on the schedule where possible.

SNC is currently proceeding with engineering and license amendment application activities associated with a limited number of additional spent fuel storage racks in small regions of the Plant Hatch spent fuel pools. If successful, these activities will delay loss of single-core .
