HL-1855 002260 September 30, 1991 U.S. Nuclear Regulatory Commitsion ATTN: Document Control Desk Washington, D.C. 2055r, PLANT HATCH - UNIT 2 NRC DOCKET 50-366 OPERAllNG LICENSE NPF 5 BIQuLSil0JLADD1110MLillE0EAll0!i DN UNIT 21.1P SYSlQi_ILCliNICAL SPEC]flCA110N REY 1510!j Gentlemen:

By letter dated September 13, 1991, Georgia Power Company (GPC) submitted a request to revise the Unit 2 Technical Specification requirements on the Traversing incore Probe (TIP) system. Specifically, the request changed the operability requirements from four movable llP detectors to three. It was our intent to make this a permanent change to the Hatch 2 Technical Specifications.

Based on recent discussions with members of the NRC staff, we have agreed to modify our proposed Technical Specifications change to allow the use of three TIP machines only for the duration of Unit 2 Cycle 10. At the start of Cycle 11, four TIP system detectors would once again be required ,

to consider the system operable. We are submitting, as attachments to this letter, the proposed Technical Specification page change reflecting the new, agreed upon requirements along with a markup of the revised page. The Technical Specification paga change submitted with the original letter should be disregarded.

We have reviewed the original submittal including the description of the proposed change and the 50.92 evaluation and determined that all statements and conclusions remain valid. Our commitment to repair the "C" TIP at the next Unit 2 forced outage, but no later than the end of the next scheduled Unit 2 refueling outage still applies. Since no statements or conclusions are being altered, certification is not required.
