C. 20555-0001 Haddam Neck Plant Annual Radioactive Effluent Release Report For Independent Spent Fuel Storage Installation - 2004 In accordance with 10 CFR 72.44(d)(3) and Certification of Compliance (CoC) No. 1025, Technical Specification Section A5.4.c, Connecticut Yankee Atomic Power Company (CYAPCO) is providing the Annual Radioactive Effluent Release Report for the Independent Spent Fuel Storag'e lnstallation(ISFSI) at the Haddam Neck Plant (HNP) site. The period of the report is January 1,,2004:through December 31, 2004. (Please note, however, CYAPCO initiated use of the ISFSI at the HNP site for.spent fuel storage operation on 'Ma'y 21!, 2004.)

The NAC-MPC System is a sealed and leak tight spent fuel storage system. In addition, CYAPCO has completed in-process inspections and tests during fabrication and sealing of the canisters in compliance with CoC No. 1025. Moreover, Technical Specifications Section A.3.5.1, CANISTER Helium Leak'Rate, provides assurance that there are no radioactive effluents from the NAC-MPC System. On that basis, CYAPCO is reporting that there were no releases of principal radionuclides in liquid or gaseous effluents from the ISFSI at the HNP site to the environment in 2004.
